தேசியமயமாக்கப்பட்ட வங்கி ஊழியர்கள் பல்வேறு கோரிக்கைகளை வலியுறுத்தி ஏற்கனவே செப்டம்பர் 11 ஆம் தேதி ஒருநாள் அடையாள வேலைநிறுத்தம் செய்திருந்தனர். மீண்டும் செப்டம்பர் 28 முதல் 30 வரை தங்களின் மூன்று நாள் தொடர் போராட்டத்தை அறிவித்துள்ளனர். கோரிக்கைகள் நிறைவேற்றப்படவில்லையெனில், அக்டோபர் 26 முதல் காலவரையற்ற வேலைநிறுத்தம் செய்யப்போவதாகவும் எச்சரித்துள்ளனர்.
வங்கி சேவை என்பது இன்றைய காலகட்டங்களில் தினசரி தொழிலாளர்களாக இருக்கக்கூடியவர்கள் முதல் பெருந்தொழில் நிறுவனங்கள் வரையிலும் மிக மிக இன்றியமையாததாகிவிட்டது. குறிப்பிட்ட தொகைக்கு மேல் பணமாகப் பரிவர்த்தனை செய்யக்கூடாது என்ற விதி அமலில் உள்ள சூழலில், 99.9 சதவீதப் பரிவர்த்தனைகள் வங்கிகள் மூலமாகவே நடைபெற்றாக வேண்டும்.
எனவே, வங்கி ஊழியர்களின் வேலைநிறுத்தங்களால், வங்கிகள் அடிக்கடி செயல்படாமல் போவதால் அனைத்துத் தரப்பு மக்களும் பெரும் சிரமங்களுக்கும், தொழில் மற்றும் சேவை வளர்ச்சிகள் முடங்கும் அபாயமும் உருவாகி வருகிறது.
ஏறக்குறைய 60 ஆண்டுகளுக்கு முன்பு, எந்த நோக்கத்திற்காக தனியார் வங்கிகள் நாட்டுடைமையாக்கப்பட்டதோ, அந்த நோக்கங்கள் முறையாக நிறைவேறவில்லை. மெல்ல மெல்ல தனியார் வங்கிகள் பெருக ஆரம்பித்துவிட்டன. பல நேரங்களில் அரசு வங்கிகளைக் காட்டிலும் தனியார் வங்கிகளின் சேவை சிறப்புற இருக்கிறது என்ற நிலைகூட உருவாகிவிட்டது. எனவே, அரசு வங்கிகளின் சேவையை மேம்படுத்தி, அவை வலுப்படுத்த வேண்டிய பொறுப்பு மத்திய அரசுக்கு உண்டு.
அரசின் எல்லா நிறுவனங்களையும் அந்நிய நாட்டு முதலீட்டுக்கு திறந்துவிட முடியாது; கூடாது. அது ஒரு குறிப்பிட்ட காலகட்டத்தில் மிகப்பெரிய ஆபத்தாகவும் போய்விடும். எல்லாவிதமான தரவுகளும் வங்கிகள் மூலமாக அந்நியச் சக்திகள் கபளீகரம் செய்யக்கூடிய மிகப்பெரிய ஆபத்தும் உண்டு. வங்கி ஊழியர்களின் செயல்பாட்டில் ஏற்படக்கூடிய சில குறைபாடுகளைக் களைவதற்குப் பதிலாக, அதைக் காரணம் காட்டி யார் யாருக்கோ இந்திய மக்களின் உழைப்பைச் சுரண்ட வாய்ப்பளித்துவிடக் கூடாது.
அரசு வங்கி ஊழியர்களின் அனைத்துக் கோரிக்கைகளும் ஏற்புடையவையாக இல்லாமல் இருக்கலாம். ஆனால், அவர்களின் நியாயமான கோரிக்கைகளைப் புறந்தள்ள முடியாது. குறிப்பாக, பெரும்பாலான தினசரி பணிகளையே Outsourcing என்ற பெயரில் தாரைவார்ப்பது ஏற்புடையதல்ல. வங்கி ஊழியர்கள் பற்றாக்குறை என்பது மிக மிக ஏற்றுக்கொள்ளக்கூடிய வாதம். எனவே, இதுபோன்ற நியாயமான கோரிக்கைகளை அரசு தீர்த்து வைப்பதற்கு கனிவுடன் அணுக வேண்டும்.
பிற அரசு அலுவலகங்களை போல வாரத்தில் 5 நாள் மட்டுமே வேலை என்பது ஏற்புடைய கோரிக்கையாகத் தோன்றவில்லை. மத்திய, மாநில அரசு அலுவலகங்களை ஐந்து நாள் வேலை அறிவித்ததன் விளைவாக, பொதுமக்கள் தங்களுக்கான சேவைகளை முறையாக பெற முடியாத மோசமான நிலை இந்தியா முழுமைக்கும் உருவாகியுள்ளது. எனவே, வங்கிகள் சனிக்கிழமை இயங்க வேண்டியது கண்டிப்பாக அவசியம். இந்த ஒரு கோரிக்கையை விட்டுவிட்டு, வங்கி ஊழியர்களின் எண்ணிக்கையை அதிகரிப்பது, வங்கிப் பணிகளை Outsourcing முறைக்குத் தாரைவார்ப்பதைத் தடுப்பது, வங்கிகளில் 20 சதவிகித நேரடி அந்நிய முதலீட்டை கைவிடுவது போன்ற முக்கியமான கோரிக்கைகளைப் பரிசீலித்து அதற்குத் தீர்வு காண வேண்டியது மிக மிக அவசியம்.
வங்கி ஊழியர்களின் தொடர் போராட்டம் மற்றும் முடக்கத்தால், வளர்ந்து வரும் இந்தியாவின் பொருளாதார வேகம் குறைந்துபோக அல்லது பின்னோக்கிப் போவதற்கு உண்டான வாய்ப்பு உண்டு. எனவே, மாண்புமிகு மத்திய நிதித்துறை அமைச்சர் நிர்மலா சீதாராமன் அவர்கள் நேரடியாக தலையிட்டு, உடனடியாக அனைத்து வங்கி ஊழியர் சம்மேளனங்களை அழைத்து பேச்சுவார்த்தை நடத்தி, இனிமேல் வங்கி ஊழியர்களின் போராட்டம் நடைபெறாத வண்ணம் தகுந்த நடவடிக்கை எடுக்கq வலியுறுத்துகிறேன்.

Nationalized bank employees had already staged an one-day token strike on September 11, emphasizing various demands. They have now announced a three-day continuous strike again from September 28 to 30 And warned that if their demands are not met soon, they will launch an indefinite strike starting From October 26.
Banking services have become absolutely indispensable in this era, from daily-wage workers to big industrial Houses. Under the existing rule that limits cash transactions above a certain amount, 99.9 percent of transactions must take place through banks.
Therefore, due to bank strikes, as banks frequently cease to function, people from all walks of life face immense hardship, and a risk of stagnation in business and service growth is emerging.
Nearly 60 years ago, the objectives for which private banks were nationalized have not been properly fulfilled. Gradually, private banks have begun to proliferate. A situation has even arisen where, in many instances, the services of private banks are excel to those of public sector banks. hence, the Central Government bears the responsibility to upgrade and strengthen the services of public sector banks.
All government banks should not be allowed for 20% Direct foreign investment. In the long run, that could pose a massive risk. There is also a major danger of foreign entities usurping all types of data through banks. Instead of rectifying certain shortcomings in the performance of bank employees, using that as a pretext to allow whoever to exploit the labour of the Indian people must not be permitted.
Not all demands of public sector bank employees may be acceptable. However, their legitimate demands cannot be brushed aside. In particular, handing over most daily operations in the name of outsourcing is unacceptable. Staff shortage among bank employees is a very serious issue. Therefore, the government should approach and resolve such reasonable demands with empathy.
A 5-day work week, like other government offices, does not seem to be an acceptable demand. As a result of declaring a five-day work week for Central and State government offices, a deplorable situation has emerged across India where the public is unable to receive services properly. Therefore, it is strictly essential for banks to function on all Saturdays. Setting this one demand aside, it is critically urgent to consider and resolve other key demands such as increasing bank staff, stopping the outsourcing of banking operations, and dropping the 20 percent foreign direct investment in banks.
Due to the continuous strike and disruption by bank employees, there is a possibility that the momentum of India’s growing economy may slow down or regress. Therefore, I urge the Honourable Union Finance Minister Nirmala Sitharaman to intervene directly and immediately invite all bank employee federations for talks, and fulfil their demands and ensure that no further bank employee strikes take place in the future.
